Cadwr, earl of Cornwall is a figure invented by Geoffrey of Monmouth in his Historia Regum Britannie as Arthur's sword-master and the bearer of his sword. He would not be included in this list had this figure not been used and embroidered upon by the author of the Breuddwyd Rhonabwy (For the full text of this tale see this link: The Dream of Rhonabwy. In this tale Geoffrey's figure of Cadwr is built upon, though it is mostly the nature of Arthur's sword that the author dwells upon.
Literally Cadwr means 'battle-man' which is a fitting epithet for the bearer of Arthur's magical sword, the man who actually arms Arthur at the time of battle and this etymology may be why the author of 'Breuddwyd Rhonabwy' gave Cadwr such a role in his tale.
